I do know that there are some low level companions available at some point, not always at the game start though. Some companions get generated over time or when you reach a new clan tier. It's not necessarily intuitive, I didn't know about it at first. Main point of having smith companion is to outsource as much skill as you can. Currently you can outsource following skills without loss in quality: Current leveling system allow leveling up to level 25, after this any progress will be almost stopped.

Sounds great, but once the next update comes out the mod will most likely mess with your save, and so many mods have been abandoned. I will wait for full release then bask in the glory of mods. but service seems like a top modfeels like TT should just hire some of these modders or buy the kids off them
TL;DR - The easiest way to level companions is to make them use skills that they don't know how to use. You want to find a low-level companion, with attributes and focus, but not skill in the skills you care about, then equip them with weapons they don't know how to use.
